This card
BP09-096 Akiko Fuji is a Boost Card, so it has no Level. The number 3 in its top-left hexagon is its cost (see Hexagon), not a Level.
How Levels work
Every character card has a Level . In the Level Up Phase you may stack a card from your hand on one of your characters if it has the same Character Name and is exactly one Level higher. You can’t use the same Level, a lower one, or skip a Level, and each character can level up only once per Level Up Phase . The number of cards in the stack sets the character’s state (SINGLE, DOUBLE, TRIPLE, QUAD), which decides which BP value is read .
